Key points05

  • PanStar Acro (2,758 TEU) completed a 50-day Busan-Europe round trip via the Northern Sea Route, arriving 11 October.
  • The return leg carried 1,743 TEU of empty containers and no import cargo; the outbound leg had 737 TEU of exports.
  • The Arctic route cuts Busan-Rotterdam distance by about 35% versus Suez, per South Korea's Ministry of Oceans and Fisheries.
  • South Korea is considering regular Arctic container services by 2030.
  • The voyage ran five days over the ministry's ~45-day target.

The 2,758 TEU PanStar Acro arrived back at Busan on 11 October with 1,743 TEU of empty containers and zero import cargo, closing out South Korea's first Asia-Europe container round trip via the Northern Sea Route.

The 50-day voyage, five days over the Ministry of Oceans and Fisheries' roughly 45-day target, demonstrated that the Arctic corridor works operationally. Commercially, it showed almost the opposite. The ship's owners could not secure the backhaul cargoes planners had counted on.

PanStar operated the vessel under a government-backed trial. She departed Busan New Port on 22 August carrying 737 TEU of export cargo — chemical products, used vehicles and automotive parts, plus empties — and entered Arctic waters on 31 August.

The port rotation ran westbound through the Northern Sea Route to Felixstowe (12 September), Rotterdam and Gdansk, before the return leg to Busan. Planners had intended to load import cargo in Europe. None materialised, according to ministry information reported by South Korean media.

What does the empty backhaul tell shippers?

Plenty. A liner service lives or dies on balanced headhaul and backhaul revenue. One direction loaded, the other empty, is a structural problem rather than a scheduling hiccup.

The ministry's own estimates put the distance saving at roughly 35% between Busan and Rotterdam versus the Suez routing. Shorter distance does not equal cheaper or faster. Ice conditions, insurance premiums and navigational requirements all add cost and uncertainty that a 35% mileage cut does not offset automatically.

For carriers and forwarders, the trial's message is blunt: no confirmed two-way cargo base, no viable service. Arctic tonnage carries added overheads, and running half-empty makes those overheads fatal.

Can regular services work by 2030?

Seoul thinks they might. The government is weighing regular Northern Sea Route container services by 2030 and will mine the PanStar Acro voyage data to judge them.

The evaluation checklist is long:

  • voyage reliability
  • fuel consumption
  • insurance costs
  • ice conditions
  • availability of commercial cargo in both directions

There is also a geopolitical wrinkle the data cannot resolve. The route hugs Russia's Arctic coastline, so sanctions and related operational restrictions shape what operators can legally and practically do.

The trial's one clean result: a containership can complete a Busan-Northern Europe round trip through the Arctic within the navigation season. The messy result sits alongside it — no return cargo, a slower-than-planned schedule, and unanswered questions about financial performance under Arctic cost structures.

Seoul's next moves will turn on whether shippers on the Europe-Asia trade show appetite to book Arctic transit at rates that cover it. Until cargo commitments appear in both directions, the 2030 target remains an aspiration with a demonstrated route and an unproven business case.
