Key points05

  • October 21: Last-minute transit reservations resumed for ships using the Panama Canal's panamax locks.
  • 12 months to September 30: 13,951 transits, up 4.1%, and record cargo tonnage of 521m Panama Canal measurement tons, up 6.5%.
  • Neopanamax traffic generated 52.2% of tonnage, while larger-lock volumes rose 8.2%.
  • October 15: An extra neopanamax slot lifted daily booking capacity from 32 vessels to 33.
  • January 3-April 3, 2027: 288 panamax slots and 270 neopanamax slots; panamax alliance swaps start January 3.

The Panama Canal restored last-minute transit reservations for panamax-lock ships on October 21, after an added neopanamax slot lifted daily booking capacity to 33 on October 15.

The Panama Canal Authority said operators can request passage when a slot becomes available. The authority will offer those reservations at its discretion, based on operational capacity and availability. Walk-up passage therefore remains conditional, not a guaranteed entitlement.

The change follows improved rainfall and water-saving measures that have helped stabilize operations after this year's drought-related disruption. The authority nevertheless said the watershed still faces a water deficit and warned that ships without confirmed bookings could "still experience substantial delays."

What does the traffic recovery show?

The canal closed its 2026 financial year with record cargo tonnage, according to the authority. Its operating data for the 12 months to September 30 show:

  • 13,951 vessel transits, up 4.1% year on year.
  • 521m Panama Canal measurement tons of cargo, up 6.5%.
  • Neopanamax vessels generated 52.2% of total tonnage.
  • Volumes through the larger neopanamax locks rose 8.2% from the previous financial year.

The record throughput gives shippers evidence of recovering canal traffic, but not an assurance of immediate passage. Carriers still need confirmed bookings, and forwarders should separate a booked slot from a discretionary last-minute offer when they quote transit times. The 4.1% rise in transits and 6.5% rise in tonnage show that more vessels carried more cargo during the year.

The neopanamax mix carries its own scheduling significance. Its 52.2% share and 8.2% volume growth through larger locks leave that segment responsible for most measured cargo, while the original panamax locks now gain an additional route for short-notice movement. Operators on both sides of the canal face different access rules as the authority balances demand with water availability.

Restored reservations do not mean a return to unrestricted walk-up passage. The authority retains discretion over every release and bases it on capacity and availability, so carriers cannot build a reliable schedule around a slot until the booking is confirmed. That distinction matters to shippers planning time-sensitive cargo and to forwarders managing missed connections.

Why did capacity move from 32 to 33?

The authority reduced daily booking capacity to 32 vessels in September as it responded to shifting trade patterns and fluctuating water levels. Better operating conditions then allowed it to restore one additional neopanamax slot from October 15, taking the total to 33.

The October 21 reservation change applies to panamax ships, while the extra slot restored on October 15 belongs to the neopanamax booking cap. The two adjustments address separate constraints: a vessel class can qualify for the short-notice channel, but the authority still decides whether total operating capacity supports a transit.

For carriers, a confirmed slot remains the strongest protection against the substantial delays the authority warned about. The restored option can help an operator recover a missed movement when the authority releases capacity, but it offers no guaranteed fallback. Shippers and forwarders gain some schedule flexibility, not a fixed transit guarantee.

What changes for the 2027 booking cycle?

Earlier this month, the authority introduced plans to extend its Long-term Slot Allocation programme to panamax vessels for the first time. The programme will cover January 3 to April 3, 2027, with 288 panamax slots offered alongside 270 neopanamax slots through competitive allocations in November.

November's competitive allocations will determine access to the 2027 programme. The 288 panamax slots nearly match the 270 neopanamax slots, giving carriers a defined three-month booking period across both lock sizes. Shippers can map cargo commitments to that horizon, while forwarders can flag the November allocation timetable when they discuss service contracts and routing options.

From January 3, the authority will extend booking swaps and substitutions between shipping alliance members to the panamax super category. The authority previously limited those arrangements to neopanamax ships. The change gives alliance carriers more room to adjust booked vessel assignments without operating only within the larger-lock segment.

Existing booking rules otherwise remain in place, so the new flexibility does not rewrite the wider reservation framework. For forwarders, the practical 2027 sequence is clear: monitor November's competitive allocations, secure the relevant slot category, and apply alliance swaps or substitutions only within the rules effective January 3.

Looking ahead, the November allocations and January 3, 2027 changes will govern access through April 3, while the watershed deficit leaves the timing of any further capacity relief uncertain.
