China P&I Club has formally applied to join the International Group of P&I Clubs, a move that could put a mainland Chinese insurer inside the marine liability pool covering roughly 87% of the world's oceangoing tonnage for the first time.

The application landed on October 13, when chairman Xu Lirong and senior executives visited the International Group's London headquarters. "The Group was pleased to welcome CPI Chairman Xu Li Rong and other senior members of CPI to the IG's London office," International Group chief executive Nick Shaw said. "At the meeting, the IG was presented with CPI's application to join the IG, which will be considered in accordance with the agreed process."

Member clubs will assess the bid over the coming months against admission criteria they have already agreed. The International Group was quick to add one reassurance: the process will not touch the February 2027 renewal.

What does membership actually change?

The Shanghai-headquartered mutual isn't arriving as an outsider. It already operates as an approved reinsured association within the group's structure and holds reinsurance arrangements with several member clubs.

Full membership is a different league. The group's 12 clubs share claims above each club's retention — currently $10m — through pooling, backed by a large collective reinsurance programme. For China P&I, entry would mean moving from reinsured status to a seat at the table that sets how the world's biggest liability risks are shared.

For shipowners, the stakes are straightforward. An admitted China P&I could offer members the group's pooled security, which strengthens its pitch to international owners who today buy its cover as a cheaper alternative rather than a structural equal.

The numbers behind the bid

Founded in Beijing in 1984 and now based in Shanghai, China P&I has become China's largest P&I insurer. As of February it carried 104.8m gt across 2,199 P&I-entered vessels, calling itself the eighth-largest P&I insurer globally by entered tonnage.

Its book is no longer a domestic story. More than 200 members include China Cosco Shipping and China Merchants, plus OOCL, Seaspan, PIL, CMA CGM, Costamare, Wan Hai and Zodiac Maritime. Branches in London, Singapore and Piraeus, alongside several across Greater China, map its footprint.

AM Best reaffirmed its A- financial strength rating with a stable outlook in July, citing very strong balance-sheet strength and low underwriting leverage.

Part of a wider push

The application fits a broader internationalisation drive. In August, Splash reported that Seaspan became the first overseas owner to pay P&I calls to China P&I in renminbi, initially covering two 14,000 teu newbuildings — a currency foothold in a market long dominated by the dollar and European insurers.

The mutual also set up the Hong Kong Shipowners Mutual Assurance Association last year to deepen its presence outside the mainland.

Now the 12 member clubs hold the pen. Their assessment of China P&I's bid will determine whether one of the world's largest tonnage pools widens its door to Chinese capital — and whether the February 2027 renewal season starts with a changed membership list or an unchanged one.
