Key points03

  • APPLUS NORCONTROL wins construction management and safety coordination for renewable installations at Valencia and Sagunto under a 13-month execution period.
  • Tender base budgets: EUR 97,484 for the floating photovoltaic evacuation system at Valencia and EUR 94,860 for the wave power evacuation system at Sagunto, both including VAT.
  • RENMARINAS is funded by Spain's Recovery, Transformation and Resilience Plan via NextGenerationEU and administered by the Institute for Energy Diversification and Saving.

The Port Authority of Valencia has awarded APPLUS NORCONTROL the construction management and health and safety coordination contract for two renewable energy installations — a floating solar plant at Valencia and a wave power facility at Sagunto — with a combined execution period of 13 months.

The two actions carry tender base budgets of almost identical scale. The Valencia scope, covering the electrical energy evacuation system that will link a floating photovoltaic plant to the port's existing medium-voltage grid, comes in at EUR 97,484 including VAT. At Sagunto, the contract covers the evacuation system connecting a wave power plant to the port area's medium-voltage grid, at EUR 94,860 including VAT.

The contracts mark the latest step in RENMARINAS, a project designed to connect new generation sources directly into port electricity networks rather than leaving them as standalone pilots. For a port complex handling significant container traffic on the western Mediterranean, grid-integrated renewables matter commercially: they support the shift toward shore power and electrified handling equipment, and position Valenciaport to meet tightening European decarbonisation requirements on port operations.

The Sagunto installation is the more technically distinctive of the two. It will harness the movement of sea waves to generate electricity, an application of marine renewable technology that remains rare in port environments. Wave power has struggled to reach commercial maturity compared with offshore wind and solar, and a working grid-connected unit inside a functioning port would give RENMARINAS a live demonstration case.

RENMARINAS has a broader technology remit than these two installations alone. The project encompasses offshore wind, wave power, tidal power and other maritime renewable solutions, with the stated aim of encouraging research, demonstration and implementation of new energy models across the port sector. The floating photovoltaic and wave power components at Valencia and Sagunto represent the implementation end of that spectrum.

Funding comes through Spain's Recovery, Transformation and Resilience Plan under the NextGenerationEU framework, administered via the Institute for Energy Diversification and Saving (IDAE). That funding channel ties the project to a fixed spending horizon, which helps explain the tight 13-month execution window for the awarded works.

For port users, the near-term operational impact is limited — the awarded contracts cover supervision and safety coordination for the grid connection works, not the generation assets themselves. The commercial significance lies in the trajectory: if both evacuation systems are completed on schedule, Valencia and Sagunto will each have renewable generation feeding their medium-voltage grids, adding capacity that can serve electrified terminals and, over time, reduce the carbon intensity of cargo operations at both ports.

The next milestone to watch is whether construction begins within the planned 13-month execution period and whether the wave power connection at Sagunto delivers the generation performance its backers anticipate.
