The timeline is tight in both directions. Commissioning of the temporary transformer is expected at the end of 2028 at the earliest, subject to permits being granted and the required cable connections being installed. A structural solution is not expected until after 2032, when the planned permanent grid expansions are completed.

That leaves a multi-year gap between demand and firm capacity, and the Port Authority is pushing to keep the pace up. It emphasised that all parties involved must continue to focus on alternative measures that can bridge the period until the new infrastructure is completed.

Three bridging routes are on the table. Additional grid capacity can be created through smarter use of existing capacity, greater flexibility in electricity consumption, and additional electricity generation within the port area. For energy-intensive port users, those options translate into commercial trade-offs: shifting load profiles, on-site generation investments, or continued deferral of electrification projects.

The Port Authority and Deltalinqs will continue working with companies, grid operators and governments to develop additional solutions. Within both the Energy & Industry Board HIC and the New Energy Taskforce, the collaboration will keep developing promising measures and, where possible, accelerate their implementation.

The Port Authority framed the temporary transformer as proof that joint efforts deliver concrete results. It said it will continue along this path with many other initiatives aimed at further reducing grid congestion and enabling the continued sustainability and economic development of the port and industrial complex.

Until the temporary unit arrives in Europoort at the end of 2028 — and the permanent expansions follow after 2032 — grid congestion in Rotterdam will remain a binding constraint on port investment decisions, with companies' transition plans dependent on interim flexibility measures and the pace of permitting.
