Key points05

  • HD Hyundai and Kiewit signed a JV in Houston on Thursday to build a new US shipyard
  • Construction starts 2027; operations targeted from 2029; about 3,000 jobs expected
  • The yard targets US Navy auxiliary vessels, commercial contracts and ship blocks
  • South Korea has committed $150bn in maritime investment supporting US shipbuilding
  • HD Hyundai's US partners include Huntington Ingalls, Fraser Industries and Edison Chouest's Tampa Ship

HD Hyundai has signed a joint venture with US engineering and construction group Kiewit to build a new American shipyard, with construction starting in 2027 and operations targeted from 2029.

The venture, HD Kiewit Shipbuilding, expects the facility to create around 3,000 jobs once fully operational. The partners signed the agreement in Houston on Thursday, expanding a strategic shipbuilding partnership first announced in July. The yard's US industrial site has not yet been named.

Unlike its Korean rival Hanwha, which bought Philly Shipyard outright, HD Hyundai is betting on greenfield capacity plus upgrades to existing American facilities.

What will the new yard actually build?

The yard will target US Navy auxiliary vessels and commercial shipbuilding contracts. It will also explore producing ship blocks and modules for other American yards — a niche that could feed Huntington Ingalls and other integrators with fabricated sections.

Production will follow HD Hyundai's Future of Shipyard model, which the group says brings digital twins, automated manufacturing and robotic welding to the shop floor.

Why does the timing matter?

The deal deepens HD Hyundai's role in Washington's push to revive domestic shipbuilding, an effort backed by South Korea's $150bn maritime investment commitment. Washington wants hulls built on US soil; Seoul wants a slice of the programme. This venture is where those two agendas physically meet.

HD Hyundai has been stacking American partnerships at pace:

  • July: an agreement with Fraser Industries to modernise Great Lakes shipyards
  • August: launch of an automated welding pilot with Huntington Ingalls Industries at its Ingalls Shipbuilding facility in Mississippi
  • A partnership with Edison Chouest Offshore's Tampa Ship to develop US-built LNG dual-fuel containerships, with HD Hyundai providing design, procurement and construction expertise
  • Earlier this year: orders secured by its robotics division to supply automated welding systems to Chouest yards in North America and Brazil

The Kiewit venture is the largest single commitment in that sequence — and the first aimed at a brand-new yard rather than retrofitting an existing one.

What does this change for US shipping?

For US shipowners and the Navy, it adds a credible path to new domestic capacity without waiting for legacy yards to be retooled. For Jones Act operators eyeing LNG dual-fuel tonnage, the Tampa Ship containership work already signals that Korean design and US construction can be paired. For American shipyard workers, 3,000 jobs at a single site is a serious number.

The open question is execution. Greenfield yards take years to reach productive rhythm, and the 2029 operations target assumes the 2027 construction start holds. If the site selection, permitting and build stay on schedule, HD Kiewit Shipbuilding would give the US its first major purpose-built commercial-naval yard in decades — and give HD Hyundai a durable manufacturing foothold on American soil.
